Dubuque Police arrested 38 year old Richard Simon of Dubuque on Wednesday on warrants charging domestic assault with injury, domestic assault impeding airflow, first-degree harassment and a probation violation. Reports say Simon assaulted his ex-girlfriend, 22 year old Emily Bush on October 16th.
