A man from Dubuque is arrested for his 3rd offense of driving while intoxicated. Dubuque Police arrested 43 year old Damein Howard shortly before midnight Wednesday in the area of West 11th Street and Wilson Avenue on charges of third-offense operating while intoxicated and driving while barred.
