Dubuque Police arrested 30 year old Devon Blanchard just before midnight Tuesday on warrants charging domestic assault impeding airflow, domestic assault with injury, third-degree criminal mischief, violation of a no-contact order, violation of a domestic abuse order and a probation violation. Reports say Blanchard assaulted 28 year old Natasha Moore of Dubuque on Saturday.
