Dubuque Police arrested 43 year old Duane Roth on Monday on charges of possession of drug paraphernalia, driving while barred and interference with official acts and warrants charging a probation violation and voluntary absence from custody. Reports indicate that Roth did not return to the state correctional facility on March 20th.
