Dubuque Police arrested 26 year old Jacob Lopp of Dubuque Wednesday night on charges of domestic assault with injury, domestic assault impeding airflow, false imprisonment and obstruction of emergency communications. A police report says that Lopp assaulted his girlfriend, 24 year old Alyssa Koster-Kelly, at their residence.
