Dubuque Man Charged With Theft and Possession Of Drugs

Dubuque Police arrested 33 year old Andrew Scotton of Dubuque on Wednesday on charges of third-degree theft, unlawful possession of a prescription drug, possession of drug paraphernalia and possession of contraband in a correctional institution.
