Dubuque Police arrested 35 year old Antionette Baker of Dubuque on charges of possession of crack cocaine with intent to deliver, possession of marijuana and child endangerment. Meanwhile, 33 year old Gene Napoleon Jr., who resides at a state correctional facility, was arrested by Dubuque Police Thursday on a charge of indecent exposure for exposing himself to a deputy.
