The City of Dubuque will begin a mask mandate as of Monday. The city council voted 7-nothing to pass an ordinance requiring everyone, age 3 and older, to wear a face covering in public – though the ordinance does have limited exceptions. Also, the Dubuque City Council didn’t go ahead with a plan to reduce capacity limits at city bars, restaurants and gyms. That is despite a federal report which recommended those businesses take stricter steps to slow the spread of COVID-19 in Dubuque County. Governor Kim Reynolds has previously said cities and counties don’t have the authority to pass mask mandates – yet Iowa League of Cities officials say that power is granted to them in the state constitution.
