Dubuque Man Arrested For Assaulting Dubuque Woman

Dubuque police arrested 25 year old Matthew Flanagan of Dubuque on Saturday on a warrant charging domestic assault with injury, fourth-degree criminal mischief and obstruction of emergency communication. Reports say that Flanagan assaulted 27 year old Emily Fink of Dubuque on July 30th .
