Dubuque Police made an arrest in the early morning hours on Saturday. 20 year old Brett Bisping of Dubuque was arrested at 2:45 a.m. Saturday on charges of unlawful possession of a prescription drug, possession of marijuana, and warrants charging three counts of failure to appear in court.
