The question of trick or treat for the City of Dubuque got answered on Monday. The Dubuque City Council is giving the green light for the Halloween tradition to take place from 5:30 til 7 on October 31st. The proclamation approved by the council strongly encourages physical distancing for those who choose to go door to door. Council members are hoping other safety steps will be taken as well while children and families are out that night. The council also suggested alternatives – such as a virtual costume contest, Halloween movie night, or pumpkin carving – as another option for those choosing to stay in on Halloween.
