Given the COVID-19 outbreak at the Dubuque County jail, a man from Peosta has decided to plead guilty to multiple charges and accept an immediate sentence to move to a state prison. Under his agreement, 30-year-old Brice Heinze has pled guilty to charges of 3rd-degree sexual abuse, assault causing serious injury and a parole violation. Heinze will be sentenced to 10 years in prison and on parole for life. He has been at the Dubuque County Jail since October. Heinze’s lawyer filed the motion in regards to his client’s health. Over the past two weeks, nearly 20 inmates and staff at the jail have tested positive for COVID-19. Heinze was previously convicted of sexual abuse in Clayton County in 2014. Police say he assaulted a woman, that he knew, back in August.
