Northwest Illinois Woman Arrested For Parking Ramp Incident

Dubuque Police arrested 37 year old Jule Dauphin of Savanna, Illinois Wednesday in the Five Flags Center parking ramp on charges of domestic assault with injury and obstruction of emergency communication. Reports say that Dauphin assaulted 24 year old Kristen Houzenga of Mount Carroll, Illinois in the parking ramp.
