Even though a federal judge has issued an injunction to stop work on part of the Cardinal-Hickory Creek project, construction is going forward on other portions of the transmission line. Developers of the 102-mile line from Dubuque to Dane County began work on the nearly $500-million dollar project this week. Officials say they have started construction on parts of the project not affected by the judge’s temporary injunction. That order put work on hold for up to 60 days across roughly 15 acres of the Upper Mississippi River National Wildlife and Fish Refuge. For now, American Transmission Company, ITC Midwest and Dairyland Power Cooperative do not have the permits needed to cross the federally-protected waters as they originally planned.
