Dubuque Man Arrested For Assault and Child Endangerment

Dubuque Police arrested 40 year old Troy Otterbeck of Dubuque Saturday at his residence on charges of domestic assault and child endangerment. A report says  Otterbeck assaulted 40 year old Stephanie Otterbeck in the presence of their 8-year-old daughter.
