33 year old Bilton Jibas was arrested by Dubuque Police on Saturday on charges of two counts of domestic assault with strangulation, violation of a no-contact order, interference with official acts with injury, public intoxication and providing false identification information. A report says Jibas assaulted 31 year old Emdrik Thomas of Dubuque and Dubuque police Officer Matthew Gamperl was injured while apprehending Jibas.
