Dubuque officials terminated a grant agreement with a developer for the rehabilitation of a downtown property. City Council members passed a resolution terminating an agreement reached in October 2020 that would have provided K&L Leasing with grant funding to help rehabilitate at property at 701 Bluff Street. The agreement required the developer to comply with guidelines outlined by the Historic Preservation Commission and create a commercial storefront in the structure. The developer now intends to remove the storefront from the project and request the rezoning of the building to residential from commercial, in order to create a single-family residence, and declined the grant because the current project does not meet agreement requirements.
