Dubuque Police arrested 61 year old Phillip Beckman of Dubuque Sunday at his residence on charges of domestic abuse with strangulation, domestic assault with injury and domestic assault. Reports say Beckman assaulted his fiancee, 65 year old Patty Kehoe and her daughter, 28 year old Dacia Kehoe, both of Dubuque.
