Dubuque Police arrested 43 year old Lavora Ballentine of Dubuque Sunday in the area of East 20th and Jackson streets on charges of domestic assault with injury and violation of a domestic abuse order. Reports say Ballentine assaulted 36 year old Heather Duffy of Dubuque.
