A man from East Dubuque was arrested for his 3rd offense of driving while intoxicated. 59 year old Andrew Schlegel was arrested by Dubuque Police Tuesday morning in the 2900 block of Central Avenue on charges of third-offense operating while intoxicated, possession of marijuana and driving while barred.
