An East Dubuque man faces charges in eastern Iowa after officials say he was operating an ATV while drunk. Authorities report that 61-year-old Richard Kragenbring had been driving an ATV in rural Maquoketa Saturday night. While he was operating the vehicle, his wife – Darrellyn Kragenbring – was a passenger in the ATV. At one point, she opened her door and fell out which resulted in injuries. During an investigation, law enforcement learned Richard Kragenbring’s blood alcohol content was over 0.17%. He was arrested on a charge of operating an ATV while under the influence.
