Dubuque Police arrested 33 year old Shawn Manning of Dubuque Wednesday at the Dubuque Law Enforcement Center on a warrant charging domestic assault. Reports say Manning assaulted 26 year old Emily Brecht of rural Dubuque at her residence in January.
