Dubuque Police arrested 39 year old Donna Briggs of Dubuque at her residence on charges of domestic assault with injury, interference with official acts, child endangerment and two counts of assault on persons in certain occupations. Reports say Briggs assaulted two Dubuque police officers during the course of her arrest.
