A woman from Garnavillo was arrested by Dubuque County authorities early Sunday. 31 year old Stephanie Betts was arrested around 12:15 a.m. Sunday at the Dubuque Law Enforcement Center on a warrant charging domestic assault with injury and two counts of child endangerment.
