Dubuque City Council members have voted, 7-0, to approve rezoning for property at 1301 Central Avenue from downtown commercial to office residential. Horizon Development Group intends to construct 30 apartments in the historic downtown structure on the property. Most recently, the property was occupied by Heartland Financial until it moved to the Roshek Building. The developers are relying on the approval of state and federal historic tax credits and federal affordable housing tax credits to fund the majority of the project. The estimated cost of the project is about $7 million. If the tax credits are approved, construction on the new apartments is expected to begin next spring.
