Police arrested 55 year old Todd McDonald of Dubuque on Monday in the 2900 block of Jackson Street on charges of possession of methamphetamine-third or subsequent offense, possession of marijuana, operating while intoxicated, possession of drug paraphernalia and person ineligible to carry a dangerous weapon. McDonald also was cited with careless driving and obstruction of view.
