Police said a woman provided marijuana to a teenager who operated a vehicle while intoxicated in Dubuque. 24 year old Emma Hammonds of Ashton, Ill., was arrested Saturday in the 2400 block of Queen Street on charges of possession of marijuana with intent to deliver, drug distribution to a person under 18 and possession of drug paraphernalia. Accordingto a report, Dubuque police responded at 3:42 p.m. Saturday to the 2400 block of Queen Street for a report of a disturbance. Police observed a vehicle parked in the block and immediately detected a strong odor of marijuana emanating from the vehicle. The vehicle was running with a 17-year-old driver and Hammonds in the passenger seat. Police told the teenage driver and Hammonds that they would conduct a search of the vehicle. Hammonds told police that she had multiple drug paraphernalia items and marijuana in the bags near her feet. Hammonds told police that the items belonged to her and that she had purchased the marijuana at a dispensary in Illinois.Â
