The Dubuque City Council voted, 7-0, to apply for a $25 million federal RISE grant to improve vehicular and pedestrian traffic leading to and from downtown and Chaplain Schmitt Island. The merger between Canadian Pacific and Kansas City Southern railroads is expected to double the number of trains passing through downtown Dubuque by 2027, impeding traffic flow at 10 at-grade intersections. An overpass is planned at the intersection of Elm and 14th streets over the train tracks. Roundabouts are planned for the intersection of 16th and Sycamore streets and at the intersection of 16th and Greyhound Park Road/Admiral Sheehy Drive.
