Dubuque Police arrested 50 year old Kimberly Hayes of Dubuque at 1:45 a.m. on Wednesday in the 200 block of First Street on four counts of unlawful possession of a prescription drug, one count of being publicly under the influence of a controlled substance and one pharmaceutical penalty.
