Dubuque’s Water and sanitary sewer rates are set to increase in fiscal year 2025 — beginning July 1 — as several major system upgrades are scheduled to begin. As enterprise funds, the Water Department and the Water Resource & Recovery Center receive minimal taxpayer support and instead utilize user fees as their primary revenue source. The Water Department rates are set to rise 12% when the fiscal year begins July 1. That is a monthly increase of $4.32 for the 6,000 gallons per month the average household uses. Dubuque’s average monthly rate will rise to $39.06. Sanitary sewer rates will rise 9%, or $4.50 per month for the average household raising it to an average monthly rate of $54.82 .
