Police in Dubuque arrested 30 year old Calvin Lumpkins of Dubuque Wednesday around 5:20pm in the 2300 block of Jackson Street on a charge of interference with official acts and warrants charging voluntary absence from custody and a parole violation. A report says that Lumpkins did not return to the state correctional facility on January 26.Â
