Police said checks belonging to an account of a person with disabilities were used to purchase groceries for a relative of one of his caretakers. 49-year—old Kelli McPoland, was arrested at 6:35 a.m. Wednesday at Dubuque Law Enforcement Center on a warrant charging dependent adult abuse-financial exploitation by caretaker. Dependent adult abuse is a class D felony in Iowa, punishable by up to five years in prison. Court documents state that police began investigating the case on March 19, when they met with the legal guardian of a person with disabilities. The guardian told police that multiple checks belonging to the person had been made out to a Dubuque grocery store. Grocery store surveillance video showed a store employee giving checks belonging to the person with disabilities to a cashier. Surveillance video showed that the store employee used the checks on four separate occasions to purchase groceries — on Jan. 16, Feb. 20, March 6 and March 19. The total amount of the checks was $282.46. Police interviewed McPoland on April 19 and she admitted giving her relative the checks belonging to the person with disabilities.
