A Dubuque woman was arrested after police said she was involved in a large disturbance in Dubuque. 33 year old Tearra Handcox of Dubuque was arrested around 5pm Friday in the area of East 14th Street and Central Avenue on charges of participation in a riot and interference with official acts. Dubuque police responded around 4:47 p.m. Friday to the area of 14th and Central following a report of a physical disturbance. Officers found about 20 people in a nearby parking lot. The individuals were yelling at each other, and Handcox was seen holding a large stick and swinging it at another person. Handcox told police her daughter had gone to a store on Central Avenue and that “an unknown individual advised her that her daughter had been maced and hit in the head. Handcox said she went to her daughter’s location, picked up a stick, started swinging it at a person and told them to “Get back off my daughter.” Traffic camera footage shows a large group in the 1500 block of Central Avenue engaging in a physical disturbance. The group disperses, then meets up again in the 1400 block of Central Avenue and then relocates to the unit block of Loras Boulevard, reengaging in a disturbance. The police department said charges potentially will be filed against additional people.
