A set of proposed zoning changes could help free up acres of space for new development at Dubuque’s Kennedy Mall, allowing for the addition of new restaurants and entertainment spaces in areas now reserved for parking. Joe Bell, director of corporate communications for Cafaro Co., which owns and manages Kennedy Mall says developers don’t have any specific businesses in mind, the zoning change would allow for more outbuildings, perhaps on the western side of the property, where acres of blacktop parking beyond JCPenney and Planet Fitness seldom are used.
