Dubuque Woman Arrested For 2nd OWI

Police in Dubuque arrested 22 year old Madeline Muenster of Dubuque just after 4pm Saturday in the 100 block of East 24th Street on charges of second-offense operating while intoxicated, driving while barred, possession of marijuana, possession of drug paraphernalia and two counts of unlawful possession of a prescription drug.
