Tactical team takes Dubuque man into custody following hourslong standoff

Police said they deployed a tactical squad to end an hours long standoff with a Dubuque man who had 10 active warrants for his arrest. 40-year-old Leonardo M. Campbell of Dubuque was arrested at 10:07 p.m. Tuesday at his Stafford Street residence on charges of interference with official acts, possession of marijuana and possession of drug paraphernalia, as well as warrants charging domestic assault with injury, four counts of violation of pretrial supervision and five counts of failure to appear. Court documents state that Dubuque police observed Campbell and two other individuals in a vehicle parked in the 2100 block of Stafford at approximately 5 p.m. Tuesday. An officer attempted to make contact with Campbell when the three occupants exited the vehicle. The three people ran into Campbell’s residence and refused to exit. Campbell refused to come out for several hours. Police broke a window in the home and used a drone to conduct surveillance. Police deployed eight rounds of tear gas into the residence which forced two individuals out, but Campbell remained inside. A tactical entry team then entered the residence and were able to apprehend Campbell without further incident.
