Dubuque man arrested for sexual assault

Police said a man sexually assaulted a woman in Dubuque. 30-year-old Leroy D. Edgar of Dubuque was arrested at 8:50 p.m. Sunday in Dubuque on charges of second-degree sexual abuse, first-degree burglary, third-degree theft, assault with strangulation and interference with official acts. Court documents state that Edgar entered the woman’s residence without permission in November and assaulted the woman. Edgar fled from police when they arrived, taking the woman’s phone with him.
