Dubuque Police arrested 18 year old Max Harter of Dubuque on Wednesday at MercyOne Dubuque Medical Center on charges of second-degree harassment and two counts of assault. A report says that Harter assaulted two MercyOne security officers, 22 year old Ian Ernzen and 62 year old Daniel McAuliffe in the hospital emergency department.
