Dubuque Police reported two arrests Monday, 39 year old Ciearra Smith of Dubuque was arrested Monday morning on a warrant charging possession of methamphetamine. Meanwhile, 29 year old Andrew Hogan of Dubuque was arrested on a charge of domestic assault. A report says Hogan assaulted 48 year old Daphny Almendarez of Dubuque.
