Dubuque Police arrested 35 year old Kenneth Bowland of Dubuque Tuesday at his residence on charges of domestic assault with strangulation, domestic abuse with injury and child endangerment. Reports say Bowland assaulted 36 year old Stephanie Haupert of Dubuque in the presence of their 3-year-old daughter.
