Officials with the Dubuque County Sheriff’s Department arrested 35 year old Jeremiah Starkey of rural Dubuque in Peosta Saturday around 1:30 a.m. on charges of third-offense operating while intoxicated, possession of a controlled substance (third or subsequent offense) and driving while barred.
