Authorities say a vehicle reached speeds in excess of 100 mph while leading officers on a pair of high-speed chases Sunday night in Dubuque. 18 year old Lee Kemram was arrested on charges of eluding and reckless driving. According to a report, a Dubuque County Sheriff’s Department deputy spotted Kemram’s vehicle traveling north on the Northwest Arterial and attempted a traffic stop. The vehicle drove from the scene at speeds over 100 mph on the Northwest Arterial near Holliday Drive. The vehicle ran red lights at the intersections with Asbury Road and Plaza Drive. The deputy ended the pursuit when the vehicle turned onto a side street. Dubuque police relocated the vehicle and pursued it. The vehicle was finally stopped in the area of 22nd and Jackson streets and Kemram was taken into custody. Kemram also was cited with no valid driver’s license, speeding, two counts of improper use of lanes and two red-light violations, all within work zones.
