A Dubuque man has been sentenced to two years of probation for withdrawing funds from a Dubuque bank after depositing a fraudulent check. 63 year old James Brom was given a deferred judgment in Iowa District Court of Dubuque County after pleading guilty to a charge of third-degree theft. With a deferred judgment, if probation and payment obligations are successfully completed, the record of the case is expunged. The sentencing order from Iowa District Associate Judge Mark Hostager states that Brom must pay $21,000 in damages to MidWestOne Bank. Brom deposited a fraudulent check worth $25,000 on Feb. 18 at the MidWestOne Bank branch. The deposited check claimed to have been issued by an Idaho title company.
