Dubuque Police arrested 24 year old David Johnson Jr., of Dubuque around 1:40 a.m. Saturday on charges of domestic abuse assault and first-degree harassment and warrants charging obstruction of emergency communications, failure to appear in court, and violation of a no-contact order.
