City road crews have finished an asphalt overlay project much earlier than expected on a busy stretch of road and the street is back open. Dubuque Public Works says the work on Asbury Road between the Northwest Arterial and St. John Drive wrapped up over the weekend and the road is open. The project was expected to be finished sometime on Tuesday. Officials say pavement markings are expected to be installed on Tuesday.
