Woman Choked By Man Who Broke Into Her Apartment

Dubuque Police say a man broke into a woman’s apartment and choked her until she was unconscious in Dubuque. 19 year old Titan Feeney of Dubuque  was arrested just before 10pm Sunday at MercyOne Dubuque Medical Center on charges of willful injury causing serious injury and domestic assault with strangulation. According to a report, Dubuque police responded at approximately 8:25 p.m. Sunday to a residence on West 17th Street for a report of a physical disturbance. Police located 19 year old Abigail Brown who had blood on her neck and hair. Brown told police Feeney had broken into her residence and choked her.
