Man arrested for terrorist threat made to Dubuque hospital

On Wednesday at approximately 10:54 am, Dubuque Police were notified of a threat of violence toward Unity Point Finley Hospital.  The caller making the threat was identified as 49-year-old Justin Keene of Dubuque.  Keene stated on the phone call that he would be coming to Finley and threatened to commit a violent act.   Dubuque Police Criminal Investigations and Patrol officers soon located Keene at his residence in Dubuque where he was taken into custody without incident.  Keene is charged with Threats of Terrorism, a Class D Felony. Finley Hospital was on lockdown out of an abundance of caution until 1 PM.
