Police said a man deliberately set a small fire outside a building in downtown Dubuque. 23-year-old Naiche N. Jacobs was arrested at 10:24 a.m. Monday at Dubuque Law Enforcement Center on a warrant charging first-degree arson. Court documents state that at approximately 6 p.m. June 2, Jacobs set fire to a bag of clothing on a loading dock at the rear of 799 Main St. The Dubuque Fire Department quickly extinguished the small fire. Police reviewed city of Dubuque traffic cameras and surveillance footage from the nearby Roshek building to help identify Jacobs.
