A second Dubuque County Democrat announced her plan to run for Congress. Iowa Rep. Lindsay James of Dubuque, announced today that she will seek the state’s 2nd Congressional District seat, currently held by Rep. Ashley Hinson. The House seat represents most of northeast Iowa — including Clayton, Delaware and Dubuque counties. In a press release, James states that her campaign is “guided by her core belief to ‘love your neighbor’” and that she “is committed to fixing a broken system that favors billionaires and leaves too many Iowans behind.” James has represented much of the city of Dubuque in the Iowa House since being elected in 2018. She served as the Iowa House’s No. 2 Democrat — House Minority Whip — from 2022 to 2025, when she chose not to run for that leadership role again and focus more on issues back in her district.
