A Dubuque man accused of fatally striking a pedestrian and fleeing the scene pleaded guilty. 26-year-old Bailey S. Foht of Dubuque, recently pleaded guilty to charges of homicide by vehicle-operating while intoxicated and driving while barred as a habitual offender in Iowa District Court of Dubuque County. On June 12, 2025 Foht struck 38-year-old Kalissa Reeder of Dubuque as she was using a crosswalk on Locust Street and then fled the scene. Reeder died as a result. As part of a pleas agreement, charges of homicide by vehicle-reckless driving, involuntary manslaughter and knowingly leaving the scene of an accident resulting in death will be dismissed. The state will recommend a consecutive sentence of 27 years in jail. Foht’s sentencing hearing is February 2, 2026.
